Council adopted the Infill Housing Program in June 2026, pre-zoning roughly 3,000 low-density properties: about 1,900 for up to 4 units and about 1,100 for up to 6. Permitted forms include duplexes, triplexes, quadraplexes, multiplexes, secondary suites, laneway houses, and side-by-side townhouses, with buildings up to three storeys and multiple principal buildings allowed on a single lot.

The pre-zoning means no site-specific rezoning application, but a Development Permit is still required against the city's design and sustainability guidelines. One neighbourhood is carved out: Queensborough is excluded while the city studies its water, sewer, and geotechnical capacity, with a provincial compliance extension to May 4, 2029.
